Abstract:

Across Mexico, CEOs and public-sector directors are accelerating AI adoption, yet many initiatives stall when leadership treats AI as a tool rather than as a strategic, humancentered capability. This study develops and tests a competency-based governance framework for the strategic integration of AI at the senior-management level. Building on my dual experience leading a cross-border critical-supply company and coordinating multi-institutional education governance, I examine how directors make highstakes decisions, mobilize talent, and sustain trust while delegating cognitive work to AI systems. Methodologically, the project uses a multi-site field study involving two private companies and a purposive sample of public institutions and universities. Participants will receive an executive AI prompt playbook aligned to strategic planning, risk management, performance dashboards, and ethical oversight. Adoption and outcomes will be tracked through staged interventions and rapid-cycle feedback using structured surveys and reflective logs, followed by qualitative interviews. Analyses will identify competency patterns, including strategic sensemaking, data governance, intellectual humility, emotional regulation under uncertainty, and responsible delegation to AI, that are associated with AI value realization. The expected contribution is a validated set of leadership competencies, a practical maturity model, and an implementation roadmap for directors navigating AI-driven transformation in emerging-market contexts. The session will equip entrepreneurs and executives with actionable governance moves to convert AI hype into measurable performance and social legitimacy.

Biography:

Dr. HC. Luis Antonio Garzón Sánchez is a bilingual CEO and senior-management practitioner with more than 25 years leading PROVEMMEX, a Mexico-U.S. critical industrial supply and logistics firm. He has served for nine years as a director within CANACINTRA (Mexico’s National Chamber of the Transformation Industry), was twice appointed Rector of the Universidad Tecnológica de Chihuahua Sur (UTCH Sur), and has taught for eight years in engineering programs in Nanotechnology, Mechatronics, and Aeronautics. He is also an active conference speaker invited by universities across Mexico and served as District Rotaract Representative (DRR) for Rotary District 4110. He founded and promoted the first Mexican electric vehicle company called BioMotion. He is a doctoral candidate in Senior Management at Universidad YAAN, focusing on leadership competencies and AI governance. His work integrates strategic execution, crisis management, and human-centered transformation.
